Do I have to pay to upgrade to a restricted?

I'm looking to get my restricted license for work. I am currently holding a NR PAL. Would I have to pay again for the new license? It said on the form that I wouldn't, but someone told me I have to pay again.

currently the CFC is waiving any cost associated with changes or upgrades to a valid licence. There is only a fee to pay if you are a brand new applicant. I went from a POL to a RPAL cost free
 
I didn't have to pay for my upgrade from PAL to RPAL.
Having said that, the lady I spoke with at the CFC told me to note on the payment section of the application that it was an upgrade so fee was N/A and also to throw a note on the front of the application "Please note this is an upgrade. No fee."

She said that sometimes the upgrades get missed so it's prudent to point it out.

Thanks from me too!! I'm doing the same PAL to RPAL and I was told I paid the difference in the restricted and non restricted fees. Just got off the phone with the CFC and was informed this thread is correct, NO FEE !!

perfect attitude, dont take for money anything you see here, calling the CFC is almost always better
