No - it's not either of those Russ. I have to clean the chamber out with acetone to remove old lacquer build up from shooting Hungarian steel casings. Then if its not that, I'm going to be looking for a gunsmith.
not to be a jerk, but my svt was doing a similar thing. although you probably checked this but, the little numbers on the gas tube were not quite in the proper spot. this caused the problem of no gas and therefore no cycle.

Hungarian ammo is copper washed, not laquered. I'd bet it's your gas system that needs to be adjusted. There is no mechanical leverage to cycle this type of action by hand, it may feel like it's jammed in there after firing, but it if your gas sytem is functioning it will pop it out like nothing. Same thing happens when people fire the yugo sks with gas off, sometimes you have to jump on the op-handle to open the action.
Someone here will explain how to adjust it.

I have the number (1.5) pointing up with the flat (surface the numbers are on) at 90 degrees to the barrel. Is this correct?
