Does loading density of 90% mean 90% of empty case?

Or does it take bullet seating into consideration?
I have conflicting information, thanks in advance.

(There is a Powley calculator spreadsheet that takes seating into consideration, and an online calculator that does not. I can alter the spreadsheet to get the exactly same result as the online version. I think seating should be included, but I was wrong once. Years ago).

Edit: OK, I'm convinced that bullet seating volume is subtracted from empty case volume, thanks to all!

Some powders seem to work better, if they are compressed.
4350 and 4831 are a couple of examples.
