No. I believe there scout model has 18" barrel. 1/2 " to short. Now if the flashider was welded on that might make it NR.
No welding allowed anymore! 18.5 inches must all be barrel.
knowing springfield,they make a barrel that's common to all models, be it 22 inch or 18, so you'd have to find out if the shorty model ( any shorty) model is non- restricted in canada- i would say it probably is, as can-am is supplying us with 18 inch shorties and there's no "legal" problems with those- it's probably the special flash hider AND the folding stock that makes the bush illegal- too small a package - i've been wondering about the 305 shorty and the folding stock myself- i've got it in a 22 inch right now, but would the folder make it restricted?
