Sure, I have a couple of LaTrax Alias Quad-Rotor
They were $150 cdn. But they are toys. Comes with their own transmitter.
For in the house or no wind backyard sorta thing. Limited range (50-100ft) then they drop out of the sky.
Most LHS carry them with spare parts.
Back to Drones for head counting...
When you mention "Drone" people automatically think multi-rotors. 4-6-8 motors.
Used for law enforcement, real-estate or just as a hobby. Very limited and also have a very limited range.
If you want to cover vast areas. You would be better off with a fixed wing drone with a platform of different cameras.
