Dull brass after sizing, second tumbling

So I have an odd one here, and I'm not sure what I need to do or not do about it.

My process for prepping rifle brass:
universal deprime.
wet tumble (lortone) with dawn, lemi, pins. (brass comes out shiny)
size (hornady one shot case lube), trim, chamfer, debur, and ream primer if necessary
wet tumble again for only 20 minutes with lemi,and soap, no pins to wash off the lube.
Dull brass comes out.....

I must be doing something wrong, but not sure what it is, the brass is perfectly usable but sure doesnt have that fresh from the tumbler look we all love.

Too much lemishine? I find if I put too much in I get a dull finish.

Should have mentioned that, I only use a few drops of soap 2-3 depending on how much brass, and literally a "pinch" of lemishine
My theory it has something to do with the hornady one shot lube, but i'm not sure what would be the best way to remove it, or if i should just leave it on since hornady says it wont degrade powder.

Are you using graphite to lube the inside of the case neck?

I tend to go overboard on the Dawn, but it doesn't seem to matter. Come to think of it, have you tried just soap? If the brass is shiny already and you are just cleaning off the lube, why use more citric acid...my two cents.

The purpose of Hornady One Shot "Dry film" case lube is it does not need to be removed after sizing.

Too little Lemishine will cause dull brass as well.

It takes a solvent or wet tumbling with SS media to remove the dry film from the cases.

Hornady also makes a rifle lube like the One Shot and both contain DynaGlide Plus® Micro-Layered, Dry-Boundary Films Lubricant.

This keeps the air and moisture off the firearm to prevent corrosion and it is also a lubricant.

If you want to remove the One Shot from the cases then use alcohol. Soap and water will not cut through the film barrier unless it is abraded by the stainless steel media.

Don't ask me how I know this but I stopped using One Shot and I make my own spray case lube from lanolin and alcohol. I then tumble the cases in lizard litter walnut media to remove the lube, or just wipe the cases off with a terrycloth towel. I prefer the dry tumbling with the untreated lizard litter because it removes any spray lube inside the case body and case neck.

Is the lube water based? If not remove it with a solvent. I tried the lanoline lube idea, and it worked great! But I had to remove it with a solvent so I tossed it out.
