Duty belts: what side is hook or loop

I'm looking into setting up a duty belt system with inner belt for my pants and outter belt for mags and holster, but also see a riggers belt used to sling to z tripod mounted rifle and that interests me too.

I see options both ways with hook on the outter belt or loop on the outter belt. Very few brands offer both. Are there any pros or cons one way or another?

Biggest thing I can think of is a hook velcro on the outter belt will scratch at and wear the outside surface of the belt loops on my pants, while an inner belt with hook velcro will wear out the inside of belt loops. Wear and tear either way, but only one way is visible when you're not wearing the outter belt.

Are there any considerations I should make before jumping in given the two disciplines I'm interested in shooting?

you want hooks on the outer belt, otherwise if you're sitting on stuff with just the inner on you will get stuck to stuff, as well your shirts will stick to it too.

That said. I prefer the single belt with no slip like the HSGI belt.

That's what I thought made sense, disappointing HSGI belts are set up the other way around.
