Also, as a follow-on question, can an earlier generation base be upgraded to a Gen3 or Gen4 configuration, or do you need to buy the whole new base to upgrade?
 
The way to tell a gen 4 is by the spring between the top and bottom pieces.There is generally also a hole in the front of the sight on the piece the creates windage.
Pretty much all the other mods are internal and can't really be seen by just looking at it.
I have done a few up grades to first gen scopes putting in the springs and such.Seems to work pretty well for me.
I believe armament tech can do an upgrade if you send a base back to them.No idea on cost though.
 
Spring between. Also check the serial on the bottom side of the tube. Just below the rubber cover. I think ###-xx-### 2003 and up you have a gen 4.

Serial number is not a good indicator as the base can be swapped out. When the CF upgraded to the C79A2 they simply swapped the bases, overhauled the optic and installed the green cover. Most of those scopes sport serial numbers from 1992.
