Elcans - Generation mounts?

The CF first issued the Elcan in 1991, but most of them have been refurbished with the GEN-4-SSL mount and green rubber cover. I believe most of the ones that were sold commerically had the GEN-4 mount. You can actually buy a replacement mount if you like. You can even get them with torque knobs.
 
The oldest C79's in inventory I have seen are dated 1989. I know CdnShooter had one of the earliest issued ones -- and it had ARMS throw levers...

We got them first for the C9A1's and then the C7A1's followed suit.

Gen 1 thru 3 are hard to tell apart without taking them apart.
The Gen IV has a spring that pulls the mount to the optic and can be observed by looking thru the gap.
Gen V simply replaced the plastic wingnuts with metal ones (to prevent stripping) that is the Gen on the C79A2.

The US M145 was the Picatinny clicker torque knob - it is otherwise a Gen IV mount.

Elcan has recently started to introduce its newer products with the ARMS throw levers again.

3) They have a beta light installed in them currently.
4) They have a legible serial number.

If I'm buying a used ELCAN, how do I make sure that it fulfills the conditions for being refurbished?

1) They were purchased through the commercial chain of distribution.
How do I know this?

2) They are not Canadian Forces surplus.
How do I tell?

I would really like to get an ELCAN, but I don't want to get stuck with one that's the tritium's expired in with no way of replacing it. Thanks, BSW
