I remember years ago seeing a reference to an "Arc-o-Graph" marking system, which I assume was the sort of device used to do these markings. It was an electric stylus, which used AC current produced by a stepdown transformer to etch the marks using electrical discharges. Anyone ever seen one?

have never seen one, but I have been told that they were used to mark RCAF on a few P-'17s that were used in the early part of the War.
(And, yes, I do know that it is the "U.S. Rifle, cal. .30", Model of 1917", but this is Canada, eh?)

Arc-o-Graph, you say, negitive ground on the rifle ??
I would imagine its sort of like welding, but much smaller scale and in reverse.

I have seen something of this nature used with a 12V battery. It had a copper electrode that could be resharpened and a clamp for the positive terminal. There also was a flat plate with clamp for the negative terminal. Worked OK, but despite finned heat disperser, and insulated handle, still got too hot to hold on to pretty quick.
