End User Agreements

I'm a little nervous posting this for fear of getting flamed hardcore.

But, what's the low down on the end user agreements. How do they work what are the criteria etc.

I'm not looking to do anything illegal or ask anyone to admit to any questionable practices.

I'd just like to know is it a organization that signs the end user agreement or the individual with the proper credentials?
 
You mean like a DSP 83?

It's basically a declaration that the person signing it is the end user and will not be reselling it...
 
Not really an agreement, more like a bond that the terms (usually of the sellers government) will be honoured by the purchaser. A bond has strength of law, as opposed to an agreement which is open to interpretation. These days most "end users" include prohibitions on resale, reverse engineering, civillian use etc. They are much more common and popular under ITAR than they were before. Generally, an individual will not be issued an end user, they are mostly issued to organizations or governments.
