Enfield Action Cover

Anyone know how this piece of kit was fastened around the action? It doesn't appear to be as straight forward as one would think. Snaps are male to male and female to female when I tried to wrap it around the action. What is the leather strap/thong {insert joke} for?

"...Snaps are male to male and..." Something is wrong with your's. Mine are regular snap fasteners. Unless you're trying to put it on sideways. Laced end goes towards the muzzle.
"...What is the leather strap/thong {insert joke} for..." That'd be how the front end was tied on. Sometimes through the wee ring forward of the trigger guard.
