If you want a restricted only Luger looking shooter the ERMA LA 22 is it. As to quality, it has a cast pot metal grip , the barrel appears to be the same with a rifled liner, it is more complicated internally than the P08 Luger. Also it wasn't a military or really mass produced firearm and hasn't been made for 10 to 30 years, so if something goes wrong or you need magazines it may be more difficult. On the other hand they are usually not that expensive ( $150/$200) but it isn't a RUGER TARGET PISTOL .
