Ever seen one of these?

I saw this contraption welded to an ar barrel. Any idea why someone would do this? It is seriously butt ugly.

As said above, it's so that a short-barrelled AR complies with the US "no rifles under 16 inches (unless they're registered with ATF as SBRs)" rule.

Because then it would STILL be a SBR under US law, AND the suppressor itself would have to be registered and tax paid (tax on the SBR plus tax on the suppressor vs. NO TAX with a permanently-attached barrel extension).
