Here is the answer I got back from Environment Canada:

Good afternoon Mr. Compoli,

That is a great question.

The reason that areas that have Sunday hunting are not open to the late goose season is that the Migratory Birds Convention Act (Canada) and Migratory Birds Treaty Act (USA) only allow for 107 days for the hunting of migratory birds per year. With that being said areas that subscribe to Sunday hunting use the days that before were allotted to the late season goose hunt. The only way the late season could be returned is to have Sunday hunting removed, as days can not be added above the 107. The issue of Sunday hunting is covered by the municipality and the province, it is not federally regulated.

If you have any further questions feel free to contact me directly.

The 107 day hunting allowance for waterfowl is a federally mandated and regulated season applying to Canada, USA and Mexico. It was instituted eons ago under the Federal Migratory Birds Convention Act. ( Early 1900's). Allowing for any longer season does not fall under provincial jurisdiction, it may only be changed by a change in the Migratory Birds Convention Act and would require all 3 countries to adopt a change in overall season length. The provinces/states may change their seasons to whenever they wish but they must not allow a total of more than 107 days of Migratory Bird Hunting within the calendar year for seasons they set. The areas in southern ontario which had previously disallowed sunday hunting but are now open to it have used their 107 days total within the 7 day/hunting week. Those that are closed to sunday hunting have their extra days still available to be used in the March nuisance/resident goose season. Plain and simple...
