Here is the answer I got back from Environment Canada:
Good afternoon Mr. Compoli,
That is a great question.
The reason that areas that have Sunday hunting are not open to the late goose season is that the Migratory Birds Convention Act (Canada) and Migratory Birds Treaty Act (USA) only allow for 107 days for the hunting of migratory birds per year. With that being said areas that subscribe to Sunday hunting use the days that before were allotted to the late season goose hunt. The only way the late season could be returned is to have Sunday hunting removed, as days can not be added above the 107. The issue of Sunday hunting is covered by the municipality and the province, it is not federally regulated.
