I found the business called Evolution Gun Works Inc who are located in Quakertown PA USA. They produce a number of aftermarket parts for firearms and other related items. They make Picitinny Rails and I found two that they make for the Browning A Bolt (II). I'm wondering if anyone in Canada carries this brand...? EGW no longer ship international but there is a link to a company in Round Rock Texas on their website that does ship their stuff to Canada, I have dealt with them and on the one shipment that I got everything went well.
Also Bullseye North carry EGW, might be worth contacting them and see if they don't stock it if they can get it for you.
