Exporting from the USA to Canada - Reloading Components

Does anyone know where one can find the USA rules governing exporting reloading components from the USA to Canada? A Coles notes version would be great as I am not a lawyer. I have read quite a bit of the US governments legal documentation on the subject but I really haven't found an answer. This is for personal use not for a commercial enterprise and I would bring the components with me either by car or plane (i.e. not mailed).

Can I bring;

Projectiles yes/no
Spent or new Brass yes/no
Primers yes/no
Powder yes/no


I understand primers and powder are no no and not allowed on aircraft which is quite understandable. There is mention of an export licence but for the small quantities that I would be looking at it is price prohibitive.

There are no personal exemptions for any components. All require an approved export-permit from a license US dealer. I've seen costs anywhere from US$500 to US$5000 per order for the licenses depending on the dealer.
Lots of people report bringing bullets, brass, and even factory ammo across in personal vehicles but it's technically illegal and can pretty easily land you with a lifetime prohibition on ever entering the US again or possibly jail time.

With an ATF Form 6 you can bring firearms and ammo into the US with you, and leave with it, but you can't purchase new items to bring back.
 
Even if it where legal without permits, the costs between Canadian market and the US on common stuff is not significant once you factor in exchange and dangerous goods shipping. The only significant advantage is better selection on more boutique items.

I deal with some ITAR and Export Control Canada and the one thing I have learned is know where the line is and give it a wide berth. The potential consequences of running afoul control legislation is steep, and long lasting.
