Fac -> pal ?

Challenge the test, pay the money and get a PAL, not hard.

And, if I recall correctly, if you still have a FAC #, you can have the license fee waived by including that info on the application. Saves you $60. You still have to pay for the course (if you do it - optional) and test (mandatory).

there have been no FACs issued since 1994 (?) , all FACs expired by 1998/9 or close to that time , so there will be no valid FACs . PALs have been issued since 1995 , A FAC did not transfer into a PAL , you have to do the course / test .

in response to this: my FAC expired 2000, and i just got a rpal. no test is required, just indicate your test scores as "on file". mine were still valid. you do however have to pay $80 as a fee

There was no test for a FAC , you filled out an application and paid $25 , if you did a test it was for a PAL

There was a course for FAC. Just not for all years of the FAC, or all provinces. From 1992-94 it was mandatory everywhere in Canada.

I know because 1) my brother in law has his FAC certificate still which indicates he passed the course, and 2) at the time the FAC was in effect, I didn't want to bother with the FAC because it required a course, and I had already gone through that to get my CORE & hunter's #. Didn't feel up to more of the same when I had no plans to acquire a gun, and the FAC was not for possession of firearms, just acquisition of them.

If you took the FAC course, it can be referenced when applying for the PAL.

From the RCMP history page:

1979
The requirements for FACs and Firearms and Ammunition Business Permits came into force. Both involved the screening of applicants and record-keeping systems. Provinces were given the option of requiring FAC applicants to take a firearm safety course.

1991-1994
Bill C-17 was introduced. It passed in the House of Commons on November 7, received Senate approval and Royal Assent on December 5, 1991, then came into force between 1992 and 1994. Changes to the FAC system included requiring applicants to provide a photograph and two references; imposing a mandatory 28-day waiting period for an FAC; a mandatory requirement for safety training; and expanding the application form to provide more background information. Bill C-17 also required a more detailed screening check of FAC applicants.

I stand corrected , I was not aware of that as my province did not require it , I had my FAC from 1981 untill I did my Firearms course in 1994 then started instructing in 1995 . thank you for the information.
