I think 18" is the legal length. If they did make a 16", it would probably be restricted.

The minimum barrel length rule doesn't apply to firearms with manual repeating actions, only to centerfire semi-autos. The critical length is the 26" OAL; go shorter than 26" and the gun is restricted. Thus a pump shotgun retains its non-restricted status even when equipped with very short barrels, provided the gun's total length is no shorter than 26".
Did Mossberg (or anyone else) make a factory 16" barrel for the 500/Maverick series?
