Factory matte blue finish on a Remington 700 VS

I'm looking at a potential purchase of a lh version of this rifle and detailed close-up pics sent to me by the seller show the factory finish to be fairly coarse in texture. My end plan is to build a rifle and have it cerakoted so am wondering if this particular finish is difficult to coat? Or rather, would it be more difficult and yet less durable than starting with a polished/blued action prior to the coating process?
