I don't need a tactical scope, at all...I am just new, set myself a budget (700$, give or take), searched this forum a lot, and found those 2 scopes to fit the bill and generally liked

IMHO If you don't need a tactical scope and are only going to be plinking at the range and not trying long distance ( 400 + yards an a lot more) shooting save some cash for ammo and buy a solid 3X9 40 or similar with possibly a mil dot reticle.
Putting the Falcon on a plinking gun is like installing a racing spoiler on a Ford Tempo. It will work but only after you hit 120 miles an hour. The only problem is the car won't be driven that fast.

I am a bit confused, what exactly is a tactical scope? and how is it different then a regular/non-tactical scope? I have tried searching here and google and can't seem to find a definite answer
I am really not sure what sort of shooting I will be doing, this is for a scope for a gun I don't have yet (leaning towards a rem 700 vtr 308 cal...but waiting for my PAL, have some money to burn right now and get the ball rolling)...I am hoping to eventually be able to do 500yards+, I tend to favor long shots with my bow, and I am guessing my rifle will be the same...I will most likely start at 100 yards and slowly work my way up
I think I am trying to buy a scope I can use for 100 yards, up to 1000 yards, just to be safe, even if it's a bit more money, and from my understanding the 5.5-25x will fit the bill, please correct me if I'm wrong...I will not be be doing any hunting with this scope, it will just be for target shooting
am I better off just getting a 3-9x40 based on what I've said above you think? and eventually upgrading when/if I shoot out further?

Your choice in gun is good for your 500 yards but the VTR only has what a 20 or 22" barrel? It will be hard to get out to 1000 yards with that gun, not saying it can't be done, just hard.
As for your scopes either one should work out to 500 yards. After that you'll need a 10, 15 or 20 MOA base. I'm not sure what MOA is available in either scope but you'll need more than 80 for your 308. That's a rough average, some guns need less some need more.

Go to a range, and see a five-hundred yard plate. You'll be scratching your head how guys regularly shoot 1000 yards elsewhere!

If you're shooting long range, I would guess the Viper optics would be better. I have Viper binos and they are VERY nice!

I have the Vortex Viper 6.5-20X50 mil dot and have shot it out to 300 yards. I do not have the space to go further yet. It does an excellent job to that distance and I would not hesitate to go right out to 1000 yards with it. I have a TON of confidence in the Vortex products and would recommend them to anyone. I have not used the Falcon products so I can not say good, bad or indifferent about them, but they do seem to have a strong following here on CGN, and nothing short of bullet proof would survive long here!

I clearly need to either rethink my plan or do a whole lot more reading and make sure I don't regret my decision in 2-3 years when I start improving my skills

Start at 100m when you are consistent go to 200m then 300m, 500m, 800m, 900m
Buying a new rifle and setting out to shoot 1000yds (900m) right off the bat is like jumping into a formula 1 race car for the first time thinking your going to lap those who have been racing for years.
It takes MANY rounds of trigger time to figure whats going on between you and your intended target.

I totally understand I will be struggling with 100 yards off the bat, no issue there, I just dont want to get better down the road and be limited, if possible
Consider the Falcon 4.5x18x56 to start. When you upgrade you can consider for example the Elite 4200 6x24x50 or similar or you can skip that phase and go straight to Nightforce or similar. I have used the Falcon for the past couple of years and it still sees service on one of my .308's, a very good "dollar value" scope in this category.
