How accurate for punching paper at 100 yards?

Haven't tried it but the rifle obviously matters.

In an SKS seems like doesn't matter what you run in it, various surplus or various off the shelf stuff .... it all seems to be about 4 moa !!

Quality factory or good hand-loaded rounds in a quality bolt action (CZ 527, custom build etc.) can easily be moa or less.

7.62 x 39 gets a bad accuracy rap all the time because of AK's and SKS's but it can be a surprising accurate caliber actually.

Sorry I couldn't address the exact round you're inquiring about but I'm bettin' it shoots decent in an accurate rifle.
 
I bought a box of the x39 Fusion JSPs ( expensive as heck!) because I was going to use it for hunting bear last year. Rifle was the SKS.
I tried to zero the round at 100, then at 50 then 25yds before I could hit anything!
Went back to my surplus Norinco ammo and was hitting a gong 3/5 times at 100yds. So in my experience, the ammo did not perform.
It also did not feed well in my SKS. The soft point kept getting jammed on the feed ramp.
It would probably work better in a bolt action like a CZ.
