First, you can fool their ears and eyes with calls and decoys, but cannot fool their noses! Watch the wind, ALWAYS!
Use good scent control products and practices.
They are going to want to see and smell what they have been hearing when they do come in to investigate your calling.
I have used the elk scents (cow in heat and bull) from Buck Bomb in combination with the Montana elk decoys successfully for several years.
As for calls, the Primos bugles are easy to learn to use. And you do not have to be perfect to be effective. And you do not have to sound like the biggest bull in the woods either. But do not over call from your vehicle or atv. Get away from them, and listen for bit before calling. Many people over call and the bulls are wise to this!
Your cow calls are your most effective. But do not use just one call, in the same way all the time. For mouth calls, if you cannot use a diaphram call, I really like the Primos Cowgirl and I Maka Da Bull Crazy and the Berry's Sleazy Cow Call. For a squeeze call, I prefer the Carlton Squeeze Me call, as you can vary the calls as opposed to the Primos squeeze call that can only produce one call consistently.
