i got my own range at home out to 300 yards but its in the bush so there is no wind to worry about. im out at my buddies farm this weekend and first time shooting out to 600 yards from a hill across a open field using my .223 with 55gr federal v shok ammo. im getting on a 15x15" peice of paper. but im hitting 8 inches low and 10 inches right from my point of aim. on my scope 1/8" clicks at 100 yards. so at 600 yards im 120 clicks up. but im still 8" low, how do i fine tune to get up more. like how much is one click gonna move it at that distance?

1 inch = approx 1 MOA at 100 yards. Not exactly but close enough to get you on paper.
Therefore 1 MOA @300 yards is approx 3". 1 MOA @600 is approx 6". 1 MOA @1000 yards is approx 10 inches.

Your drop right now with 120 clicks is 90" from zero if your up that many from zero, so looks like 98" drop add 11 clicks, like already has been said.

"...with 55gr Federal v shok ammo..." Hi. Which bullet? The Game King, sighted in at 200, drops 46.9" at 500. The Nosler drops 44.6" at 500. So 8" at 600 isn't bad.
The wind is going to blow those little fellows around anyway.

Get yourself an anti cant device. I dont want to get into explaining the effects of canting your rifle at long range but it sounds like it may be your problem.

im using the nosler ballastic tips. and yeah i came up 11 clicks and hieght is good. but still 10 inches right of the bulls eye from the wind which i wasnt compensating for. managed acouple 4.450 and 4.6" inch groups. shooting laying down off a harris bipod

They put those knobs on the side of the scope for a reason you know:p They are not there just to sight in at 100 yards. When the wind is blowing you have to either turn the knobs and shoot the center of the target or aim off and hope for the best.
55 gr bullets are not the best out at 600 yards, but hey you getting less that 1 MOA so I would be happy with the results.
