Finnish D-166 cartridge

Does anyone know if the Finnish D-166 cartridge is the same as 7.62X54R?
Also, could 7.62X54R be safely fired from a Mod 1939 Finnish Mosin-Nagant?
 
The Finnish D-166 cartridge is a 7.62 x 54R with a 200 grain bullet. The rifle has a longer throat. The chamber is a bit longer. Regular 7.62 x 54R ammo can be used in it, but not the reverse. You won't likely find any D166 ammo anyway.
Your M39 uses standard 7.62 x 54R ammo. Rumour has it that the Finn's would not issue a rifle that wouldn't shoot into 1.5" at 100 meters. That's outstanding accuracy for any non-sniper milsurp rifle.
