I would like to build up a 338 lapua load and I was wondering if its better to fire form the brass first and then work up a load? I don't want to waste barrel life so is it best to form with some pistol powder, cream of wheat, and a wax plug?

I would never put my barrel through cream of wheat if I planned on using it for precision.

I find Lapua brass is just as accurate on the first fire as after firing. I run an expander ball though the neck just to be sure it is sized right and straighten any dings, but that is it. If you were shooting factory match ammo, I expect that is what you would be getting.
