Firearm Creation and Classification, Need help

Is there an experienced Person out there who can tell me about the procedures you need to do in order to create a receiver? I am unsure of what sort of transfer stuff you would have to do. Also Whom would i ask to determine what sort of features i could have in the rifle, I find the legal definitions confusing. im thinking of trying to implament such features as getting around the magizine cap for semi rifles by using a bolt catch with a manual release in the form of a button or something. basically a small quick switch to mantain the rate of fire of a semi with the large magazine of a bolt action. i havent seen anything telling me i cant do this. If there are people out there who could help me with this it would rock my socks.
 
I think you need to have a manufacturers licence to legaly make recievers. I believe that requires a PAL, business licence and 1200 dollars per year. Maybe someone here has done it and can give more details.
 
Are you building ONE for yourself, or MANY to sell?
If just one, start building the reciever, then get it verified as a bare reciever for a .....(single shot bolt action 50 BMG rifle, or whatever). Then once it is completed, have it re-verified as to barrel length, etc.
I thought I should have the papers in hand prior to building, but when I tried to get a registration number, the CFC said they could not issue one as there is nothing to register yet.
 
Gentlemen. Please observe that you are responding to a poster with only 3 posts who has joined this forum subsequent to a high profile rampage involving firearms that has stated that he wants to circumvent mag cap laws and manufacture his own firearms.

Now, it's understandable that you want to show off your firearms knowledge, but give your ####ing heads a shake before responding, please.
 
I understand your response,however I am also deeply saddened when someone decides to go on a rampage for multiple reasons.

1. most importantly, PEOPLE HAVE DIED, Thats a crappy thing in everyones books

2. it makes new posters like me look like fricking nutcases.

and as a response, this would be for me only i wouldnt dream of selling one of these.

Also, havent we all started with only 3 posts?

However i TOTALLY understand your responce, its like a homeless guy going up to a bank asking for their bank vault combo. I guess the only solution is to be around here untill i am trustworthy
