Firearm Storage Requirements? / RPAL Processing Times?

Hey everyone, I'm challenging the last portion of my RPAL today and will hopefully be on my way to getting my Restricted PAL now. But I had a question about storage of a firearm.

A lot of resources I've read state that a firearm can be stored in any locked container or room, as long as it's not easily broken into and secure. That's a pretty subjective wording, so I'm confused. Does this mean I could keep a handgun unlocked in a drawer in my bedroom as long as the bedroom door is locked at all times and sturdy? And the windows are locked and on the top floor (3 stories up)

While I'm here, I have a second question regarding RPAL processing times. I'm moving in 2 months from today, is it normal for licenses to take longer than 2 months? Keep in mind I'll be sending both my PAL and "RPAL" portions at the same time, I currently don't have a PAL. Can I call in at any time during the process and change my address with them once I move or will that screw everything up?

Thanks for your time, wish me luck on the test. :p haha

Update:

Just passed my second portion of the Challenge, and have a couple questions. While getting out the forms, I noticed (totally forgot) that my address on my PAL test results was different than my RPAL results as I've moved since I first did that. Will this screw anything up? :/

Also since both forms from the PAL and RPAL seem to be the exact same from what I can gather, do I still fill out both or just one?

As for a photo, would it be ok if I just sent them 3 separate photos of me so I have a better chance of at least one of them being accepted? Or would they not like that? lol

Lock your windows and room.

Yes, you can call anytime during the process.

I'm sure others can chime is. :)

Good Luck!

Hi there BTT, I did the same thing you did challenged both tests. Did my long gun on Christmas Eve, yes Christmas eve morning. Then did my restricted on Jan 3rd and your going to hate me but was issued my licenses on Feb the 7th. With all the troubles they seem to have up in Ont. you really have to love the people over here on the Island. The women in Ch'town at CFO is a the very best. Life is good! Good luck!

Just got back home, I passed! :) Got 100% on the written and 96% on the practical.
Now to get my paperwork filled out and a photo done up. lol Pumped!

Thanks for the insight everyone.

Congrats! I passed mine over the weekend as well. Got 100% on both. I seriously over studied. Not that this is a bad thing. I now know that CFSC book cover to cover. Mailed away my app this morning so hopefully these 90 day rumors are just that. I hope it is around the 40-50 day mark like some are still reporting. I think it all comes down to your background history. I don't have so much as a parking ticket on my name so I am hoping this helps. It can't hurt that is for sure.

Why don't we look at what the law actually is and not what some resource says:

6. An individual may store a restricted firearm only if

(a) it is unloaded;

(b) it is
(i) rendered inoperable by means of a secure locking device and stored in a container, receptacle or room that is kept securely locked and that is constructed so that it cannot readily be broken open or into, or
(ii) stored in a vault, safe or room that has been specifically constructed or modified for the secure storage of restricted firearms and that is kept securely locked; and

(c) it is not readily accessible to ammunition, unless the ammunition is stored, together with or separately from the firearm, in
(i) a container or receptacle that is kept securely locked and that is constructed so that it cannot readily be broken open or into.
(ii) a vault, safe or room that has been specifically constructed or modified for the secure storage of restricted firearms and that is kept securely locked.

A drawer or a normal room in a house do not meet the above requirement. The storage you describe would be illegal. To be legal you require to have one of the following combinations:

1) A + B i + C i
2) A + B i + C ii
3) A + B ii + C i
4) A + B ii + C ii

If its not one of those combinations it is not legal.

Thanks. :)

Not 100% on the address question but I would use my current address. And when I filled out the form, I just used one form and checked off both Pal and Rpal. If you have any question phone that 1-800 number and ask them the questions you need to know. They are very helpful, least I thought so. I just went to the Atlantic Superstore and got a passport photo for $13. And she gave me two for that price

Costco only charges $7 for passport photos and you get two. You still have to cut it to size though. They want a small sized pic. 1 3/4in x 2 1/4in. Make sure you get the size of the photo correct because I have heard of some people having to mail in a new photo which just adds more time.

Pretty sure they will do PAL specific photo with the correct dimensions.

Hell, a variety store around the corner from me that does passport photo's does PAL specific photos.

Just call and let them know you need to update the address on your PAL. Make sure it matches your RPAL application.

I actually thought about that. I should have asked but instead just got the regular passport size. luckily my course provided us with a template for the photo so I just cut it to spec

I've been actively looking to find a good and secure storage solution before buying my first Non-Registered and MAYBE later on a Registered firearm.

I asked a couple stores, they basically say do as much as you can beyond what is in the law... and gave the unofficial "3 locks" idea (home door lock, storage room door lock, trigger lock.). If anything happens and say there is a break in, I don't want my ass in trouble for doing the absolute minimum.

Maybe some other experienced people have more specific suggestions :( I would prefer to not have to buy a $1000 vault/safe and mount it into the foundations.

Right now, looking at getting a lockable closet (possibly changing the door to something harder) as second line of defence and a good lockable gun case. Plus the trigger lock.

For Non-Restricted: http://laws-lois.justice.gc.ca/eng/regulations/SOR-98-209/page-2.html#docCont

STORAGE OF NON-RESTRICTED FIREARMS

5. (1) An individual may store a non-restricted firearm only if
(a) it is unloaded;
(b) it is
(i) rendered inoperable by means of a secure locking device,
(ii) rendered inoperable by the removal of the bolt or bolt-carrier, or
(iii) stored in a container, receptacle or room that is kept securely locked and that is constructed so that it cannot readily be broken open or into; and
(c) it is not readily accessible to ammunition, unless the ammunition is stored, together with or separately from the firearm, in a container or receptacle that is kept securely locked and that is constructed so that it cannot readily be broken open or into.
(2) Paragraph (1)(b) does not apply to any individual who stores a non-restricted firearm temporarily if the individual reasonably requires it for the control of predators or other animals in a place where it may be discharged in accordance with all applicable Acts of Parliament and of the legislature of a province, regulations made under such Acts, and municipal by-laws.
(3) Paragraphs (1)(b) and (c) do not apply to an individual who stores a non-restricted firearm in a location that is in a remote wilderness area that is not subject to any visible or otherwise reasonably ascertainable use incompatible with hunting.

They received my application Feb2, PAL application status showed it approved on April 21 and to arrive within two weeks from them. Feb2 - May 4 = 90 to 91 day wait. They say it is at least 45 days just to process then there is an investigation phase with phone interview etcetera.

I would suggest not taking advice from people that stand to make money off of said advice. Do what is required by law.

If you are uncomfortable with that add what would make you comfortable.
