Firearm TRF process - Am I crazy

Being a good citizen and a savvy shopper I like to verify the RPAL / PAL of anyone I'm dealing with whether it's to receive money or to send money.

In this case I'm buying a glock from someone and he sent his info (name, licence etc). Doing my due diligence I call up the RCMP and ask can you verify that this is a valid number.

She asks if its for restricted or non-restricted. I tell her restricted and then she says she can't tell me anything. She says I have to start the process and then I'll find out. So I say what if I told you it was for a non-restricted firearm, she said sure I could verifiy the name and address then. So I asked her. If I call back in 5 minutes and tell you that its for a NR then you guys will verify the number?

She was literally silent for a good 20 seconds. She then came back with - Sir give me the information and I can start the transfer process.

So I laughed and thanked her for her help wished her a good day and told her I'd call back later.

This seems like an unnecessarily ass backwards system. What am I missing here.
