If the american citizen has a Canadian PAL (which my friend has...it eases the pain when he comes up here hunting in the fall), he can purchase the gun in the states, register it with the CDN firearms centre, then enter Canada and transfer it to you (call the firearms centre and transfer normally) Because he is not in the USA, they have no restriction upon what he does in Canada with his firearm.
