I think low pressure is your culprit...

Min load is 53.5, max is 57.5, and running at 3400fps...

Pressure is too low. What is happening is the strike of the firing pin pushes the loaded round into the chamber as far forward as it can go, then the expanding gases cause the body of the case to adhere to the chamber walls. Since the pressure is not high enough to force the head of the case back against the boltface, there is a small amount of clearance between the boltface and the back of the cartridge case. Pressure is sufficient to move the primer back a few thousandths to stop against the boltface. When you eject the fired case, the primer is sticking out of the case enough to see and feel.
