I'm going to post this question here because it's my assumption that the precision rifles forum will have the highest percentage of competitive shooters.

I've recently been reading several shooting organizations rule books and while they all refer to the distance from 'shooting line to target' or the dimensions of the shooting box, at no point do they instruct how a shooter and his gun (a rifle in this case) must be placed relative to that line... Barrel must not cross the shooting line? Action must not cross line Shooter? Stock Butt? You get the picture.

Most comps I have attended do not have a defined "line", most of the time you would be on a laying on a mound of earth possibly covered in grass, stones, dirt, etc...you will only be Able to set up your rifle on the mound to certain point based on the rest you are using. At 1000 yds a few inches back or forth is not going to be an advantage or a disadvantage. You would likely find the most comfortable position on the mound and set up accordingly.
 
For fullbore shooting it is just like CyaN1de said, no defined line. I do have some experience with cadet air rifle competition where they do have a "line and shooter box". In this case the shooter (and coach) and all other equipment must stay inside the box (usually masking tape lines on the floor). The rifle barrel can be over the line as long as the supporting elbow is behind the line.
 
ICFRA RULES for TR and F-Class Shooting:

"F6. CONDUCT OF SHOOTING.
F6.1. The prone or supine position may be used with the barrel protruding over the front of the mound, unless special provisions exist in the match conditions for disabled competitors andrange safety regulations so permit"
