Is it possible to fire a round on an open bolt? I was cycling the action on my new shorty last night and i noticed that i could pull the trigger causing the hammer to fall before the bolt had locked.

There is an internal camming provision intended to keep the firing pin back until the bolt rotates to lock.
Field strip your rifle, and watch the tang on the rear of the firing pin. You will see the firing pin move rearward as you start to open the action.

The portion of the rifle internally that Tiriaq mentions is called the "safety bridge". All owners should become familiar with this part of the receiver.
A routine inspection is to place the bolt in the stripped action and as you slide the bolt the last inch into full lock up, keep your thumb firmly against the back of the firing pin. As the bolt closed, feel with your thumb when the firing pin slides forward, simulating firing.
If the saftey bridge does not hold the firing pin back prior to final lock up, the receiver should be inspected by a professional.
For the most part, the chinese rifles have adequate safety bridge function that , as it should by design, prevent out of battery fire when bolt and trigger are functioning correctly.

I had a similar issue with my shorty, check that the stock completely clears the operating rod. After a little dremel time, mine's aces.
