It was dedigned by Sergei Simonov, in 1930. The first prototype was 1931.
In 1935, a competition between Simonov's design and Fedor Tokarev's SVT-38 was held.
The Simonov rifle emerged as a winner and was accepted into service as the AVS-36.
The AVS-36 was first seen in public in the 1938 May Day parade in Moscow, when it was displayed by the marching 1st Rifle Division.

Is there any others 'new' or 'old'.

Winchester 1895 in 54r.. although I have never came across one in Canada. I assume they are out there

See one sold in 2015 for $4888us at the Rock Island Auction. That's $6200cdn so say getting close to $10.000 I say today

Between 1915 and 1917 Winchester manufactured approximately 300,000 Model 1895 chambered for the Russian 7.62x54R cartridge

One sold for hammer price of $5000 last year at Switzers(+$750 premium + taxes) to a board member here I believe
 
@OP, AVS-36 is prohib (and yes, technically it's present in Canada) and you forgot about tons of Finnish variants of MN and mentioned above Winchester M1895. But if you go to prohibs there are several LMGs and MGs in 7.62x54R available in Canada, such as Maxim 08 and variants, DP-27 (for strange reason called DP-28 in North America), Lahti M/26 and so on....
 
Thx Horilka, should have did my homework a bit more...Didn't realize the AVS was an auto and came with a 'fun switch'...thought it was a semi.

My bad....didn't want to get into prohib or others...

Just wondering if there is another rifle not restricted or prohib) that I missed in 7.62x54r.

The accuracy standard on the SVD was nowhere near what you'd expect of a telescope rifle. In my treasures I have an English language pamphlet for an export SVD that I found in Kuwait City at the Mother Of All Truck Wrecks in 1991. While I forget the specifics, it worked out to something like 4 MOA.
 
There were a quantity of Remington Rolling blocks made in that cartridge, some may have made it here via Sam Cummings buying out Spain. There is also the original M1891 Mosin, the 1907 Carbine, Dragoon, Cossack, 1910 Carbine, 1891/59, Sniper variants, not to mention all the Finnish military variants and their civilian models like the Finn Cub, M28-76, M39-57 etc.

Wouldn't have started this thread if I could get my hands on a Dragunov, Romanian PSL-54, Chinese Type 85 or a Norinco Model NDM-86...

So quit teasing me....

You most likely to run in to SVD than AVS.
Don't like my SVD suggestion. Here, this stick is for you then. Another underrated variant in this country.

That would be okay...just not sure I'd want to donate one of mine to mod it.

All I'm after is something different I can take to the range to use up some of my 54r ammo.

SVD's accuracy works in combination with what ammo its fed. Its standard issue is 7N1 Sniper ammo, which is loaded to higher standard, is what should be used to judge its accuracy. If standard LPS or Machine gun ammo is used then of course it will shoot like PKM, that's why its got iron sights for as well.
