I initiated a transfer yesterday through the dealer and it was approved at 9am mountain time this morning. They also mailed out my LTATT automatically 30 mins after approval. What sped up the process as well was as soon as I knew may RPAL was in the mail what I did is scanned and emailed by club membership to this email address: CFO_ALBERTA@rcmp-grc.gc.ca
I asked for whomever received it to send me a confirmation of receipt. I got an email 45 minutes later confirming receipt and that its been added to my account. So when it came time to purchase all they had to do was process instead of wait for me to produce the membership.
The CFO told me its a good idea to call and check on transfer when you have the ref# and add a note reminding the person who will approve your transfer to attach the LTATT right away as sometimes they will forget or assume you will call in and initiate that process yourself at a later time.
CFO advised me as long as I have my LTATT I can take the guns to the range without waiting for the registration certificates. This is controversial but not illegal. She said its at the discretion of the officer who stops you to ask you to provide more proof if you do not have the registration on your person. My philosophy is why risk it? I will wait.
She says although most people take their packages from the post office without opening them and calling for a temp ATT she can email one within 5 minutes of calling her. So she suggests to keep things legit to call if you are picking up boxes from the post office which you believe contain your firearms.
According the AB CFO they are up to date on all applications and transfer requests. The processing times are 24 hours.

Anyways thought I would share as I knew what to expect with the PAL application but did not know what to expect post PAL.
So to recap in AB this is how your first restricted purchase will go:
1. Buy firearm online or at Dealer.
2. Dealer asks for RPAL no. and date of birth, Address, Phone number, Place of birth.
3. Dealer gives you invoice showing you serial numbers of the firearms and initiates transfers against those serial numbers.
4. Dealer gives you reference # Re Transfer
5. CFO approves transfer and generates LTATT (Call in to ensure this happens parallel to the approval)
6. CFO must fax approval to dealer usually happens same day
7. Firearms get shipped
8. Registration Certificate and LTATT follow in the mail.
