Burris and Leupold offer scout scope at 2.5x and 2.75x (not sure which one does which but you can find that on their websites.) Weaver offers a 4x scout in their Classic K series.
Cost effectiveness is somewhat dependent on what you want and how much money you have. That Weaver lists for $250 at Cabela's Canada and has a lifetime warranty limited to the original purchaser. I'm certain the Leupold new costs more and I'm pretty sure the Burris does, too. You might find them used but I would think the Leupold could still cost more and again, the Burris might, too. But Leupold's lifetime warranty isn't limited to the original owner so if the lower magnification is enough you aren't losing out much. I'm not sure about the Burris warranty.
I think there are a couple of variable power scout scopes made, too, but I can't remember the brands so I don't know how they compare in quality to the above (which I would call good and/or very good brands.) I expect some more 'nutz will be along with details on them.
