Fleet Marine Force ?/M1

Gentlemen,
We all know that the USMC adopted the M1 Garand on March 5, 1941. However, in 1940 I have a group of files that tell us a different story. The USMC wanted the "Fleet Marine Force" which I will let you Marines answer what it was to these guys. Anyway the USMC is asking that this Force be issued to them M1 Garand Rifles before the USMC had adopted the M1 Garand Rifle.

I would really like you guys to tell me what you think of this move. Why did they do it this way ?

The document cited seems to say they were asking for them in 1940, and you are saying it is commonly accepted that they adopted them in March 1941. I don't understand what it is that you don't understand. They wanted them in 1940 and asked for funding in 1940 to get them, but they didn't get them until sometime after that.
 
The USMC had not been counted for M1 Garands because they had not adopted them. Ordnance was running behind in issue to the US Army and NG now the USMC jump in and wants the M1 Garand ASAP. You must remember this was still the start up at SA.

They couldn't "adopt" a type of equipment until they knew they would get funds to buy it. And additional production capacity wouldn't be created to produce more M1s until there was good reason to believe someone was going to buy that equipment. Approval of funding for the USMC to purchase them would be that good reason. The USMC saying they wish they could adopt the M1 but have no funds to purchase wouldn't be a good reason.
