Focus vintage Redfield?

Can you focus the old Redfield scopes?

I've got an old 3x9 a buddy gave me out of his random box but just today when I went to look through it, it's just a hair out of focus.

There appears to be some kind of knurled locking ring adjacent to the range ring. What's that for?
