I really would love to purchase a galil folder or something similar for my rifle.

Someone must have a line on these.

There was a company in Vancouver that had czech military ones but has none in stock, wolverine has none.

I will buy one off of anyone if they exist.

Im not 100% sure on that, sorry.
I think they ship to Canada, and the parts you need are under 100$ so there aren't export restrictions. Give them a call i guess.
