I am not the greatest elk hunter in the world. I have called in less than a dozen cows, one spike bull and one 4x5 bull that I shot, those are the only ones that I have actualy seen. There have been a few more bulls and cows that never showed them selves due to poor & lack of hunting skill.
So don't take what I say as gospel.
Around here (between Edson and Whitecourt) you are best to consentrate on cow calling. I have had ZERO luck with any bull calls. Bulls will rarely answer, and (for me) never come in. Most likely they will take thier cows and split. My guess is that in areas with low bull to cow ratios bugeling dosn't seem to work. I have a Power Bugel witch works good and is easy to use. I also have a reed call, not easy to use but gets some good sounds if you can master it.
For cow calls I think one of the best is the Hoochie Mama. It seems everone has got one. It is a squeeze type and is the easyest cow call to use. I also have a Knight and Hale Magnum Estrus cow call. Realy loud good for windy days. NOT good for elk that are in close, it might blow them away. I also have a Quaker cow call that is very quiet for close in calling. I would recomend you to get at least 2 cow calls. I will use 2 at once, calling back and forth to make it sound like there is a herd of cows.
If the elk are rutting and you are able to get in on them, a blade of grass held between the fingers and blow'n on will get a response, I have done it before.
The biggest problem is always the "getting in on them" part.
