Over the past little while I've been forming some 22TCM brass from 223 casings. I've found lots of the YouTube videos on this, but found the information misleading. So after sorting out what worked for me, thought I'd post this in the hope it can save others some trial and error. I have a lathe, so do the cutoff, neck turn down, and extractor groove cutting using it. But lots of ways to achieve the same result with other tools, depending on what you have. This is what works for me, I'm not an expert, so use the information at your own risk. And lets all hope commercial brass becomes available before long.

.# Polish 223 brass
.# Cutoff .650" from brass, chamfer
.# Anneal top half of brass.#
.# Lubricate casings (standard alc/lanolyn)
.# Remove primer punch from die
.# Run brass through sizing die gradually.# Turn brass slightly every inch of push on the handle.# This prevents the vent hole in Lee dies from scratching the brass.# And greatly reduces chances of splitting brass, or getting neck creases .# Makes finished case more uniform.
.# Anneal case again. Don't skip this or you will split lots of brass.
.# Replace primer punch in sizing die.
.# Dip neck of cartridge in lube, then resize again, turning case slightly several times while neck section is being sized.
.# Turn down neck of case, cutting depth .006" , reducing neck measurement .012" overall. In my gun, cases wouldn't fully chamber without thinning the necks.
.# Case trim to 1.022", chamfer
.# Cut extractor groove to match 9mm cases

Update note: It appears that RIA has changed their extractor in recent guns, and step #12 may not be needed.
