Formulating a Recipe

I am new to reloading and so far, I have been reloading .303 Brit for my enfield. Until now, I have simply been taking the mid level load for the 303 brit and shooting that, since all i am doing right know is practicing. But I would like to figure out how to make a good, accurate load in case i ever get in any competitions in the future. What would be a good method for formulating a recipe? Things like what to look for when testing and other things.
 
Simple - Hornady 150 SP and Re15. Min load gives the original design MV of ~ 2500 fps. If that doesnt shoot, jump up to the 174 RN's.
