Free-floating Barrel on Laminate Stock?

Need some advice on opening up the barrel channel on a wood laminate stock?

In a nutshell, I need to modify a laminate stock that was originally used for a tapered barrel profile to fit a heavy barrel. I don't have any specialized tools but was thinking that I could use a 3/4" Dia. x 9" Hard Sanding Sleeve similar to the one below to open up the barrel channel? Any better ways to do it that doesn't require specialized tools?

Don't work the edge from the top down but rather from the bottom up...

Use something to get the bottom depth you want and then work on each side.
 
Gunline's barrel bedding tool works well. A small try square can be used to keep things kinda even, three points of contact, each side of barrel channel plus the bottom.
 
Wrap the barrel in tape. With a sheet of fine sandpaper under a lose barrel, pull the sandpaper back and forth. Keep tightening the screws and sanding

That usually sands the edges out way too far and looks pretty bad...
 
buy a couple of card scrapers ($10) grind them to shape and scrape it. start at the bottom and avoid the sides till last (as suggested)
 
I have used C and D cells (mike your barrel vs the cell for diameter) wrapped with sandpaper (60-80 grit is a good start). slow work and check along the way and be sure to sand the length of the barrel channel. Yes, if you try to go to fast it may look wonky. So take your time and be deliberate. My 2c
