Your best bet is to look up the data you want on a powder manufacturer's web site. Hogdon has good site, Winchester has a site. I think you will find that most powder companies have a data website.
Not sure what you are getting at, lots of books are published as e-files, my wifes kindle has tons of them, in addition people give away books and manuals all the time.
The powder makers have a lot of free data online, Hodgdons being the best set up.
I'm not aware of any of the reloading tool makers manual's being available in electronic format, and I would guess they stay away from that so they don't end up on Pirate Bay like everyone elses media.
