Is there any Canadian retailers that offer free shipping or low flat rate shipping for powder and bullets?

I would be shocked if you could find free powder shipping. Powder requires a hazmat fee and I would doubt any retailer would be willing to eat that cost.

Its been a while but Ammomart used to include extra powder to make up for the hazmat fee if you buy 21 pounds. Not sure if they still do it or not.

Last time I checked, Higginson pays shipping on 21lb or more, but you have to pay Hazmat($16 last timeI ordered).

Shipping from Hummanson to Saskatchewan is $135, but it doesn't matter how much is in the order up to 400 pounds. At 135 pounds, that drops the per pound rate down to a buck a pound. That's a little less than the provincial sales tax that is saved on the order, so if you squint just right that could be called free shipping. Get the order up higher than that, and the tax/shipping differential is such that you are getting paid to have powder sent to you.

Get the order up close to the max, and you can mentally convert your tax saving into free powder. Ergo, some of your order would technically be free shipping on free powder.
