Friend in N.S. with a new PAL/RPAL

He just got his card in the mail yesterday, but is already concerned about buying a restricted firearm.

He is under the impression he has to join a range/club BEFORE he can buy a handgun. Period.

If he buys a handgun from an ONLINE retailer & completes his part, will the transfer go through with the CFC and the gun be mailed to him without having a membership..?

And he also thinks he'd need an ATT to pick it up from the post office...

He will need a statt to transport from post office to home. In theory he doesn't need to belong to a club, but good luck on that. No matter what the act says, the provincial CFO will want to see club membership before issuing a ltatt.
 
Well according to popular concensus in the "My G/F picked up my gun from the P/O" thread, it's just a parcel until you open it.

And you don't need an ATT, LTATT, or STATT...

So if you don't need one to pick it up, you probably don't need one to have it shipped to you in the 1st place, right..?

Once you get it though, you have to apply for an ATT (which is where the whole "member" thing comes in) & wait for the reg-certificate so you can transport legally.

The dealer will not transfer ownership/registration or mail the firearm unless the buyer provides a copy of his/her STATT and RPAL.

they only ask for the pal photos

and questar stopped asking for that just # and they ship to the address linked to your pal.
 
Having just done this last week in NS I can add some insight.You can order online and when the dealer starts the transfer it gets kicked to the Provincial CFO for Nova Scotia.The provincial cfo WILL NOT authorize the transfer until you fax them proof of membership in a club.I know it's not law but it's their policy here.I was told they'd hold the application for 60 days waiting for proof of membership and then reject it.You could fight this,I suppose,but it would tie you up for months and months.It's easier to spend the money on a membership and get your pistol now.I faxed the provincial cfo my proof of membership when the dealer let me know it was held up there and they approved the transfer within a day or two.They mailed me confirmation of transfer a couple days later and I used the info from that to fax in a ltatt request which was approved and in my mail box a few days later.The girls in the NS CFO office were great to deal with other than the range membership policy.Too my knowledge you don't need a statt to bring the gun home from the post office unless you open the package there.Until you open it it's just mail and nobody knows for sure there's a gun inside.I get multiple packages at my PO box every week from ebay and such and I don't look at them till I get home so I wouldn't know if one was a gun or not till I opened it.
 
if your friend look for a club in N-S, Tell him that the captain Kidd rod and gun club is a great club with lots to offer.
 
x2 what caperaway said , that has been the norm here . Your friend has the choice of about 5 different clubs within 1 hour of Hammons Plains all of them offering differet types of shooting. I'll add for a long term ATT you also have to have a club request form filled out by your range/ club .
