AFAIK Vulcan is about the only commercial enterprise which builds and sells Garands.
There are others on this forum who also build and sell them. A key concern is how the rifle is built, and whether or not fit and function conform to military specifications. There's more to assembling a Garand than just putting a collection of parts together.
I'd recommend Kuhnhausen's comprehensive shop manual on the M1/M14 to any Garand owner and prospective builder or buyer. It contains everything you need to know about inspecting, trouble shooting/repairing, and building a Garand and has some valuable guidance on reloading. Its been my guiding light on building/maintaining Garands for many years.
