Gentlemen,
This first photo is a file by date that SA was to send to Ordnance. I have some of these that did make it and were not destroyed. They give us some very important data as to M1 Garand Production and other data. I hope you enjoy. I am also way down as to my sites. You older guys know what I need.

Actually the gentleman in uniform to me looks like General Wesson, Chief of Ordnance, 1941. Of this fact I am sure. Looks like they are discussing that Garand M1 to me....Sorry definitely not Ike!
Perhaps that is Congress Commiteeman Senator Lane Powers, or Senator Elmer Thomas,in civilian clothing on the left,the US congress wanted to know who was backing the acquisition of the Garand in 1940, they were investigating this. Also at the time Pederson rifles were also being tested and due to financial costs involved, congress wanted a firm decision on one standardized rifle design for mass production.
( Senator Powers was a WW1 Vet)
It could be Major General Reckford of the Maryland National Guard and X.O. of the NRA, in the background, but it is only a educated guess cause of the partial photo.( or General Marshal???)
To me this third man is much to big in build to be John C. Garand.
Okay, I am really running on here so,back to your original question,
I say General Wesson and Senator Powers!

The officer is Gen. Charles M. Wesson, Chief of Ordnance, the other man is Edwin Pugsley of Winchester and he is presenting the General with Winchester's first production rifle.

ps Brutus your are Correct Sir. My point was the hand written file give us the number of M1 Garand built to that date. With that data plus other files I have I can get really close on SN
