Yes, opposing arrows indicates a rifle was sold out of service.

Broadarrows tip to tip is the sale mark. There is a Cdn. version with a C around them. An asterisk (*) denotes cord wear. I'm not sure which mark yours is.

I could be wrong, but wouldn't the rusty bore/cord wear markings be placed on the barrel, not the bore, since the barrel could be replaced?

I've seen them on the receiver fairly often, I suppose armourers could have lazy days too, though if it's on the knox form you wouldn't see it as a matter of dayly routine.

What do these "bad" star markings look like? From what I've been able to find out they are a small * driven with a single punch...but cant find a pic.

The defect marks I've seen are smaller. The sale marks I've seen do not look quite like yours. Your "petals" seem to be arranged evenly, don't look quite like two broadarrows struck separately. How is the bore? If it is perfect, then it is unlikely that it is a defect stamp.
