I picked these up a couple of days ago from Barrie Ontario. It was listed as an “antique drench telescope”. I recognized it from old pictures as a German Sf14. The glass is very clear and the adjustments seem to work well. It seems out of alignment as the images don’t line up. 
The old lady in the house said her husband got it from “the Colonel”. Anyone seen a manual, or know how it works?
